Create an approval request
Create a dual-control approval request with an action label, required approvals threshold, and unlock-after timer. Then collect approvals — self-approval and duplicate approvers are rejected. Status transitions pending → armed → unlocked.
Not HSM, not full IAM, wall-clock only, no payload release. The demo host runs in isolation — nothing is stored.
